Recruitment for the position of Chairman of the Independent Evaluation Panel

The Global Fund is searching for candidates to function Chair of the Independent Evaluation Panel (IEP) for a three-year term starting in January 2025. The ideal candidate can have experience conducting complex international evaluations in low- and middle-income countries, and significant expertise in evaluation theory, quantitative and qualitative assessment, global health, and other areas relevant to the work of the Global Fund. The Chair can even have experience working with or leading oversight and advisory bodies, preferably in multilateral international organizations.
This position isn’t salaried. The Chair will receive an honorarium. A commitment of roughly 50 days per yr is required.
The Chair is predicted to travel to Geneva, Switzerland to attend in person two IEP meetings and as much as 4 additional Strategy and Governance Committee meetings per yr.
The IEP Chair will:
- Providing expert advice to the Strategy Committee on issues related to evaluation theory and practice.
- Present to the Strategy Committee the IEP review and final position of all assessment products administered by the Office of Assessment and Learning.
- Lead the IEP to make sure comprehensive, expert oversight of all elements of the Global Fund’s evaluation functions and process, from the event of terms of reference to the standard of ultimate reports.
- Planning, directing, and facilitating IEP meetings, which occur thrice per yr (two in person in Geneva, Switzerland and one virtually).
- Objectively and transparently facilitate and summarize discussions, striving for consensus and exercising authority when crucial.
- Ensure that each one IEP members participate appropriately and attend all meetings commonly.
- Liaise with board committee chairs as needed.
- Close cooperation with the Office of the Executive Director (OED) and the Secretariat on all matters referring to the supervision of the activities of the Secretariat’s evaluation structure.
- Reporting to the Strategy Committee and the Board on significant issues as appropriate.
- Participate in and advise on the number of voting members of the IEP in collaboration with the Strategy Committee and the Board, including providing guidance on matters referring to the independence of candidates.
- Participate within the recruitment of the top of the Secretariat’s evaluation structure, along with the Strategy Committee and the Executive Director of the Global Fund.
- Meet commonly with the top of the Secretariat’s evaluation structure.
- Collaborate with OED on joint evaluation of the work of the top of the Secretariat’s evaluation structure, with the systematic participation of the Strategy Committee, in accordance with the Global Fund’s applicable human resources management procedures.
We particularly encourage evaluation experts from countries implementing the Global Fund to submit applications.
The working language of the IEP is English. All materials have to be submitted in English for the applying to be considered.
