Community Response and Systems Strengthening Assessment (CRSS)

The Global Fund’s Office of Evaluation and Science, under the supervision of the Independent Evaluation Panel, will commission an evaluation of the Global Fund’s approach to community response and systems strengthening (CRSS) and the aspects that facilitate or impede progress towards sustainable community systems; the effectiveness of interventions identified by the Global Fund as priorities under CRSS; the complementarity and integration of CRSS with formal health systems on the country level; and the contribution of community-led and community-based responses supported by the Global Fund to improving access to HIV, TB and malaria services, grant implementation, and outcomes. The evaluation will provide information on challenges and gaps and proposals on how the Global Fund can higher conceptualize and spend money on CRSS. The evaluation is scheduled to begin in early September 2025 and end in May 2025. It will cover Global Fund grant cycle 6 in 2020-2022 and a part of grant cycle 7 in 2023. The results of the evaluation will feed into grant cycle 8.

The Request for Proposals (RFP) is open until August 8, 2024. Potential bidders can submit any questions regarding the RFP via email until July 17, 2024. A webinar will probably be held on July 23, 2024, during which bidders will have the option to receive further information on the evaluation and may have the chance to ask questions regarding the scope of labor and the appliance process.
